I agree with both posts really but having baze behind a paywall is the real problem here. I know you can save crystals and get him out of shipments eventually but to most players (inc. small spenders) he will take 3-6 months to get to 7*. By which time the meta will change and be almost useless and a waste of a lot of resources (i.e. Shoretrooper).
