Chirpa lead?
Chirpa lead says 20% turn meter on basic attack is this every attack?? seems like maybe 40% of the time and then i zetad chirpa and it seems to have reduced the chance i get turn meter maybe 1 in 5.

It's on your basic attack, it doesn't give you turn meter on any special attack. The zeta only works when you use special attacks.
