Clarification on Leveling Up Era Characters

According to the datamines (because CG never tells us stuff like this), when the next marquee is released, we're supposed to be getting enough stuff to take both Luke and the new one to level 25, when the third one is released we'll get enough stuff to take all three to level 35 and so on.

F2P should be able to reach G12 with all new characters and Spider Maul requires only 4* to unlock. By the end of the era all 5 new toons should be level 65 in era which equates to G12 using F2P methods. Not sure how this will work when half of us missed Arena due to lag and not being clear how to collect rewards.
