The only three clones I know outside the game are in Rebels, and they had their helmets off for 95% of their screen time.
That's like saying the only Vader I know is the helmetless one dying at the end of EpVI because that's the only movie I saw
It's not like that at all, because 95% of Vader's screen time he had his helmet on. In Rebels, the only Star Wars media I've ever watched outside of the movies, the three Clone Troopers that are in the show, are helmetless for 95% of their screen time.
The rebels version of the clones are not in the game so it actually is a great analogy. You're comparing a small portion of something and ignoring the larger (rebels vs clone wars) as I did (all of Vader vs 5 minutes)
But you assume that I had to have watched TCW, which is absurd. Having only watched the movies, and the Rebels series, the only way I know the clones is as Rex, Wolf, and whatshisname. Sans helmets. On the other hand, everyone, even people who have never watched Star Wars, know who Darth Vader is, and what he looks like. Unless you've watched TCW series, the clones are just nameless troopers.
So if they are just nameless troopers that would be in line with the Dev's rule of "generic characters get helmets" now wouldn't it?

I am unaware of that rule (that you clearly just made up), though aware of many exceptions to it: Mob Enforcer, Jedi Knight Guardian, Nighsister Initiate, Nightsister Acolyte, B2, Jawa, Ewok Elder, Ewok Scout, First Order Officer, Gamorean Guard, Geonosian Soldier, Geonosian Spy, Hoth Rebel Scout, Hoth Rebel Soldier, Jedi Consular, Royal Guard, Tusken Raider ...

Now, a toggle is an interesting idea. Technologically I'm sure we could pull it off, but it could, depending on your phone, make things run a bit slower because of the additional draw calls and/or it would bloat file sizes. And, Clones are already some of our most expensive units.
But even if performance wasn't a concern, I'd still come down against it. Like I mentioned above, the way a character looks at first glance is important to us. If the way a character looks is changing, that could be confusing for a player in battle. Feel free to chide me over how confusing the jawas are :p

You took a meaning that was not in the quote. He did not say that generic characters get helmets, he said they try to hide the face of generic characters.
And, to top it all off, you get, from the dev team, a list of reasons why they will not give the clones helmets. And yet here we are, thread #28377 on the subject. It's not happening, even though they know some of you want it. Stop beating the dead horse.
