Looks like you have to buy an era pass to get past the L55 block before the last toon drops.
Do you have Maul? If you do, maybe you have used some of them on him and now don't have any left for the others? Or maybe you haven't passed a specific tier on one of the 4 bosses yet? It's the only 2 things I can think of. I'm 100% f2p and haven't spent a single crystal on Coliseum or the marquees, and I got all the mats needed just from playing through the tiers. My toons are all at 60-65. I don't have Maul since my guys are all 3*, so I didn't have to use any resources on him. You must be overlooking something, unless it's some rare bug affecting you.
