With a zeta on Thrawn's unique, Vader will be able to remove a bit of TM as well. With clever timing of fracture and TM swap / protection recovery on top of that he might be able to get further than your GM. However, it would require some REALLY good RNG (no tenacity down combined with not very high potency).
