Level, gear and star all factor into the toons power score and I believe this is the defining factor. You can assess the power of the teams you face on the main GW screen (select each toon to see their abilities,etc)
My (very early) analysis suggests GW is based on the average of your max arena team that has won (find this data within the guild statistics) and your strongest 5 toons in terms of Power score.
The nodes are a progressive % of this score: 60, 65, 70, 75, 80, 85, 90, 95, 96, 97, 98, 100.
So if you have an average of 38k, you'll be facing teams of 36-38k from node 8.
This post is in no way saying that the toon power score is an accurate reflection of their actual in-game use (e.g. attackers seem to have less power than tanks; droids have relatively low power buy great synergy)
