Conquest 13 [MERGE]

I agree that this is definitely an improvement, but would also agree with the previous poster that 14x feats should be removed in favor of more/smaller feats. I’d still like to see the “weird” factor ramped up, with wacky feats that reference oddities from the movies & shows or just crazy composition squads that have modifiers that make them work.
