Yes people would have been angry. But at least it would have been forewarned. I'd imagine we are now in a situation that some people, who could previously go deep into hard Conquest, are stuck in the middle of sector 1 and may remain that way for nearly 2 weeks.
If that really was what happened, it would have been wiser to add a new difficulty and up the gp requirement rather than tune the existing hard up to 11.
