Crafting gear issue

I know players have complained about this before and I think CG actually acknowledged it being an issue but are they ever going to allow us to craft gear independently of a character actually needing the gear currently? I can't seem to find anything official on this being addressed. It becomes a problem when you want to craft certain pieces of gear for relic salvage and you have to basically let one character sit without upgrading in order to keep creating that gear. It was an issue for higher end players shortly after relics were released. I think most people are running into this issue now.
