I kind of think that slowing progress is the point. If all my toons were maxed I'd get bored. I have 10 7* toons with several within spitting distance. Chances are it will take a long time for them all to get upgraded. I just stagger between shards and gear farming and make sure I complete GW. I think it's more fun to not be maxing someone out every other day.
