Daily Gear Challenges

I am so sick of having to bounce between a lower tier and the top tier for different pieces of gear.
Shouldn't it make sense that the last tier would contain all gear from previous tiers?

but no, instead i have hundreds of shit i dont need, and constantly need droid callers, etc. from lower tiers, on top of the higher gear i still need from the last tier :s
