I tend to agree that all but the newest characters should be equally available. Over time as newer characters age then it makes sense to review their availability in a very similar manner to the character release cadence we currently see from pay hard cash to chromium to crystal shipments to eventual FTP location.

Hopefully it's just an oversight that will be corrected soon
