Darth Nihilus GW cooldown - Developer question

Why does Darth Nihilis's cooldown reset after each battle? Particularly for his annihilate ability. Even if it is supposed to start off at cooldown for the war it shouldn't reset after each battle. It...

It's frustrating because protection and health doesn't reset either. So basically you just get gimped on reset for it. CLS game genie mode annihilates people with power he never had for his specific character in the movies either but nobody cares about that right?
