Datacron level 6 might as well be level 9

I just rolled a datacron level 6 that reads, "At the end of their turn, Healer allies recover 50% Protection if they inflicted at least 5 debuffs that turn."

Now, this game has done the healer class dirty in general, and there are less than two full rows of them. But unless I'm missing something, Kix and IG-11 are the only two healers capable of meeting these conditions in a general scenario. Seventh Sister can do it with her special if the enemy had enough buffs. In 3v3, that makes 7th the only one who can use this level 6 and it is contigent on the separate condition of the enemy having enough buffs.

This just seems like really poor design. I get that some rolls are *meant* to be less attractive than others, but this just seems so ridiculous for a level 6 that it should have just been a level 9 for Kix or 7th.
