Well don't expect to get 30 lvl 9 Datacrons. The currency in the shop is enough for 1 maybe 2 lvl 9 datacrons and a few lower ones.
If you don't spend crystals on them, just do what you can with what you get. In the long run they won't change your performance that much. I view them as more of a fun mechanic.
Oh sure I don't expect that, and that's not the point.
The point is that I would think higher level materials would be more scarce, but the farming design is flawed if the hardest one to come by is the lower tier and at the same time is the most required. I would think the higher level materials would be the harder to farm or would have lower drop rates, while the lower level mats would have higher drop as they are required for all the levels.
They already saw to that by adding the higher materials and better DCs only to hard mode.

How do you get better datacrons from hard mode?
It's in the road ahead announcement:
"Hard mode will have better Datacron rewards than Normal and the later Sectors will provide better rewards than earlier Sectors in both difficulties."
Since I don't play hard I can't say what makes them better. Maybe the stats that can be rolled are better for example, maybe they just meant the materials, difficult to say with their wording, could mean both.
Maybe someone from CG can clear this up.
I have serious doubts that the actual datacrons are different.
I think they meant better datacron material rewards—better drops, more per drop, etc. All datacrons are the same—level 0, no stats or anything. So I don’t see how you can get any better datacrons unless they made the ones that drop start at, like, level 2 or level 3. ??♂️
I think the plan with material drop rates is that sets after the initial batch will last 2 or 3 months, giving more time to farm them. If that’s the case and drop rates are calibrated to be over several Conquests it
may be okay. Better to start with this drop rate than to start with something accelerated for these shorter-lived sets and lower it after. But, all that said, I still think drop rates are too low and that players are too reliant on the Datacron Store to level a meaningful number of them.
