This is something that clearly could be corrected with the addition of 3 more capitol ships next quarter. Each should be a mini event to get, then have reoccurring events so it takes 3-6 months to get them fully starred.

Also there could be another legendary ship rewarded for the "Ship" raid.

One ground unit phase to take down the shields, limited to Rebel and Ewok units, sure. Anything more and it is no longer a ship raid.

That would be another year like the last to help fill out several teams before they could even talk about releasing a raid.

Many are burnt out on that and asking for something new (PvE), so I'm not sure they could lay that out to have this be the thing.
