Debuff block, not Tenacity up

The problem is that countering tenacity up requires you to inflict a debuff on your opponent, or remove the buff. Which is a problem because that means the buff can just be reapplied or the debuff cleansed. The current teams can do that almost instantly. There is no way to inflict your own buff to counter it. This is what is meant by having something like potency up to counter it.
