Debuff block, not Tenacity up
We already have a Buff Block. Why not just change the Tenacity Up (which it's not) and call it Debuff BLock? Or, give us a potency up to counter it

tenacity up should block debuffs 85% of the time only. There should be a 15% chance to apply debuffs.
