Dengar?

There's currently no way to increase his star rating. I think he looks decent and would like to incorporate him into my scoundrel team. Just not as a 2 star...

Only if he actually shows up there. Since he's been available, I have had him pop up exactly once.

The fact that guild shop toons rotate (i.e. are RNG based) while all other shop heroes are constant is silly and inconsistent.

Its almost like they want you to pay to refresh

I refreshed 6 times the other day trying to get 2 more dengar shards to enter the scoundrel event, not one dengar. 500 crystals out the window. Still haven't seen him. This is supposed to encourage me to buy crystals???
