Did CG really break their promise regarding gear changes?

So some guy goes to the Star Wars convention and asks CG when are you going to implement the other changes to gear economy as promised. A CG representative replies 'We have.' Then the convention...

Ok so maybe I’m not an end level player having only 8.5 million GP but carbantis & stun cuffs are still an issue for me.
