I feel like he isn't really an attacker but more a support. His basic is his only damage and part of it comes from the repeat hits and not from raw numbers. His 1st special is there to feed tenacity up to fennec so she deals bull amounts of damage and his 2nd special is best used when you got 16 stacks of Momentum for the breach. -25% speed is massive.
He himself is underwhelming as an attacker, but as a disruptor he is relatively okay. I think he was designed specifically to be strong with fennec because everything he does compliments everything she does. She gives armor shred for him, he buffs her damage. Her reckless debuff makes him faster, he in turn makes her enemies slower.
