Dismantle results from a Level 9 datacron seem low

It takes 190 Mk 3 material to make a level 9 datacron but when we dismantle a level 9 datacron we only get back 10 ????

I understand losing a good deal of it but losing 94.74% of it seems extreme... I know its a way to force people to spend more cash but this is getting silly IMO
