For character shards they're 400 for 5 shards of set characters in Cantina Shop, they don't change. Now if you mean getting 2-3 shards in Shipments for 150 crystals, that's cause they're easy to farm. Both Ezra and KRU are in easy Cantina Battles (like 8 cantina energy for 1 battle), which means they're easy to farm. So yes, 150 CRYSTALS for 2-3 shards would be right since they're easily accessible.
