Gamorrean Guard L9 Bugged?

Hello thereI've been doing some testing and the Gamorrean Guard L9 doesn't appear to be functioning as advertised. Instead of giving the 5 stacks of My Kind Of Scum per Hutt Cartel Ally as written in the description, It's only giving one per ally and consequently losing out on the other stats. Just wanting to see if this is bugged, or intentional and the L9 description is written incorrectly

i think its just written badly, i think the only thing he get per ally is the 20% crit chance.

i would say its easier to tell if he's getting the extra speed as well or not.
as if its just a flat 50 you not see much, but +50 per ally means +200 and he should always be second to go with good mods. (roughly like 500 speed).

and just by the screen shot that looks like he doesn't have +200 speed.
