Does "Area Power" as seen in guild management ever go down?

A few weeks ago I used to beat node 12 in Galactic War about 50% of the time I tried it. The other 50% of the time I get "the impossible team". My arena power at the time was about 40K. I saw a b...

I believe the Guild management screen keeps your highest squad power used for a win.
I went to lower power team and ran it for almost a month before I could 7* the whole team and it always showed my last high power.
