Does maul zeta lead give a tm boost or speed boost?

Once character under Maul lead fills 80% tm he will take his turn. (first turn only here)
If his speed was <80% of the other lets say 79.99% then the other character would fill 100% in the time it took the one under Maul lead to fill 79.99% so the other would go first
If his speed >80% of the other lets say 80.01%
then the other character would fill ~99.99 in the time it took the one under Maul lead to fill 80% so the one under Maul lead would go first.

So let's use the numbers Op provided.
Opponent ep is at 208 and you can't change that so Op would have to adjust his speed

EP speed 261 or greater and Op ep would go first
EP speed 260 and it would be rng that decides as both should hit 100% tm at same time
EP speed 259 or less and Op ep would not go first
