It is not exactly the same, because unlike Poe, you don't reduce enemy turn meter. This means that it could be enemy JE, then your JE, then 1 of his droids, then 2 of yours, etc. It could also be all his team before yours, but the thing is it is not a coin toss. It is a coin toss followed by multiple tosses of multiple coins, which makes it harder for all his team to go first, if that makes any sense.
It will still come down to RNG, but not as badly as it was with Poe.
