If they make it easier to farm, then everyone will reach max levels faster and want more content, which takes a ton of time to get out.
If they keep it as is, it slows us all down. Sure we all hit 85, but all of our toons aren't 85 yet, and gear gives us a goal to keep playing. I don't see them making G8/G9 gear easier to obtain until there is a major gear wall at G10 and G11 when G12 becomes available at next increase. If we all were able to super charge our rosters to G10 we wouldn't keep playing.
So while your point has validity, it also will ruin the game until the endgame is farther from those gear parts.
The thing is, how many people just lose interest and give up when they get drop rates so appalling that it takes 50 days to promote jka from G9 to G11?
Or the next toon... or the one after that. Or the two after as the meta shifts....
