Fleet METAs always changed at a slower rate than squad METAs - not just this year. However, I don't see how ships were neglected. We got a couple of new ships late '18, HMF january '19, a new type of event (the galactic chase) to introduce new ships, a new capital ship, with another one rumored as well. Things happen in fleet as well - only at a slower rate than squads/characters.
With 96% on the meta report and the event returning constantly, we're at a point where every player in the top 200 has the meta squad and can beat every other player in the top 200.
Previously people complained about not having HMF. Now it's more common in fleet arena at least.
This is great for CG, right?! Everyone now has to buy at least one refresh every day to climb to #1. What a great little earner this must be.

I'm sure, that all those who just got their HMF and who now have a chance to rank higher, are not miserable. I guess they enjoy competing with those, who had their HMF for months.
