I don't understand why CG keeps doing the same thing over and over again by not giving you enough gear to level up characters that need earlier tiers?? I tend to level up the characters evenly but EV...

Because they want players to SPEND MONEY to buy the gear to build their era characters that we can't even test to see if they suck or not. It isn't about common sense, it's purely about revenue chasing.
"What's going to get players to spend more money?" "Well, let's make coliseum even more gruesome and painful and add MORE levels to make them spend money on!" "Yay!"
Oh and the decision makers don't play the game, they are too busy revenue chasing.
