Error code 3 or 9

So errorcode 3 is potentially same issue but we know internet connection isnt issue. So is there 2 techically different reasons or is errorcode x just renamed from 3 to 9?

Conquest is on, TB is on and the game still thinks people on good wifi cant get on. Was there any updates planned etc. Nice to know why guildees keep getting some of these.

And yes we ask the basics, restatt, reinstalling etc but itd be nice to understand what forces this error message.
