It will still make the guild, but you won't be in it, or be charged credits. You restart, and the exact guild you made will show up out there in the random pile with one member. This only happens to you if all the content hasn't downloaded yet. Wait for all Mb to download, and then you will be able to make your guild without being kicked out of it.
