While I agree nightsisters should have been implemented with something like the OP suggestion, I despise nerfing even more. People spent real money for nightsisters because of the way CG made them work. Changing at this point would be worse for the game than the blunder they made with zombie initially. In my view.
Ps , I don't think any abilities are tied to stars, so i think endless hoarde should have been a zeta, or unlocked at a certain gear level
