I'd bet the help is packs because they can't exactly give double drops on Leia and STH, and I feel like they wouldn't give double drops to half of the toons required and packs for the other half as that would really upset people that had already farmed the ones that get double drops but needed the ones that go into the packs. Despite being rather annoying for f2p it actually seems to be the most fair way to do it is to simply have packs for all of them.
