The two rarest and most difficult characters to star up are (My experiance - results may differ) Ben and the most difficult Lando.
So they kind of should be in top 5. But they are top 10-20 so put them on the shelf in arena. They are not relevant... But fun and cool.
It's actually the only game I know where "rarity" of chars isn't proportional to strength.
