Rebel Fighter means you were a grunt. Luke, Han, Leia, Mom Mothra, Admiral Ackbar--they were high level commanders. The tag doesn't mean you were a Rebel who fought--it means you were a Rebel that took orders instead of giving them.

We don't have General Lando.
We have the original Lando which is the Cloud City Baron Lando, he's not a General yet, and we have Young Lando, clearly not a General yet.
Lots of the characters are "point in time" characters, which is why we can field a Han Solo team, for example.
Not sure if that solved the inconsistency. Following your logic, ST Han and FB Luke shall be RFs as well since they are not (yet) high ranking officers of the Rebellion.
Let's take it as what it is. As someone already pointed out, it's just a way to (re) balance the game.
Farmboy Luke is Luke when he was on Tatooine—he never had a rifle with him when he joined the Rebellion. Similarly, Stormtrooper Han is thoroughly a Scoundrel, he didn’t join the Rebellion until he returns to fight the Death Star.
Now, interestingly, you could make the case for Raid Han. Presumably he didn’t join the Rebellion at the Death Star and then immediately become Hoth Han (here called Captain Han Solo). Raid Han could be from any time period, so maybe he could be made a Rebel Fighter. But, for game balance, definitely never will be!
