Thrawn's ability: Thrawn => some TM, cleanse, 40% Protection / Target ally => 100% TM, cleanse, 40% Protection
vs
FOO's ability: FOO => cleanse, Tenacity Up / Target ally => 100% TM, cleanse, Tenacity Up, Advantage, Offense Up
The thing is the target ally benefits a lot more from FOO's ability than Thrawn's because the 3 buffs he gains outweight the 40% Protection bonus! That's why I've proposed a little tweak to Thrawn's ability as he is a Support and is the only cleanser for the Empire, but is not as effective at cleansing as GK, Chirrut etc.
