First Order Officer cleanse vs Thrawn cleanse!

So I've noticed that First Order Officer's ability "Marching Orders" when maxed is a far better cleansing ability than Thrawn's "Grand Admiral's Command" who is supposed to be the CLEANSER for the Emp...

It is always nice for devs to buff a character that you already have but this will not happen for thrawn. The justification is just not there as he is not a weak character by any means.
