First Order Officer cleanse vs Thrawn cleanse!

So I've noticed that First Order Officer's ability "Marching Orders" when maxed is a far better cleansing ability than Thrawn's "Grand Admiral's Command" who is supposed to be the CLEANSER for the Emp...

Look, I'm not saying he is a weak character, but he is simply not that effective in the role he is inteded to fulfill - cleansing! Just compare his ability to that of Chirrut, GK or Rex and you'll understand!
