Is your response based upon experience, or just your interpretation of the wording? Phasma's ability reads "whenever an ally attacks". I would naturally assume that a counter is considered an attack...?
I run full zFO in arena. Without zeta, FOST does not call an assist when countering. With zeta, FOST does call an assist when countering. Sometimes when he assists, he calls an assist from the character that called him. On his turn, sometimes he calls two assists from the same character. Lots of pews.

This is definitely how it works. My usual target in arena has now zetaed FOST also and I didn't get to make more than one move with three of my toons before they were shot to pieces.
