An attack, or offensive ability, is considered to be anything that has the potential to deal damage to an opponent. Neither Victory March nor Marching Orders can ever deal damage to an opponent and thus fall into a different category. When I use Admiral Ackbar as my leader he has a 100% chance to call a Rebel ally to assist whenever you use an ability that's not considered to be an attack. This procs both on Marching Order AND on Victory March. It does NOT however, proc on counter attacks. Thus a counter attack IS an offensive ability. It IS considered an attack...
Admiral Ackbar - Rebel Coordination: Rebel allies have +25 speed and +10% Tenacity. In addition, whenever an ally uses an ability that isn't an attack, they call a Rebel ally to Assist.
