Fix GAC Matchmaking

There is no planet a 2-month-old account with 1.9 GP should face an 8.9 million GP with relic 9 GLs. My opponent has more 5+ relic characters than I have characters unlocked... I genuinely don't know how you as a company are ok with this being the standard for your competitive mode. 

Please do something to protect newer, small accounts, this is egregious.
