As per devs, you only need 5* ships to unlock. So how is getting Thrawn's ship for whales? I'll quote in full as well as giving the link since post was so brief:
"Requires Home One Capital Ship, Ghost, Phantom 2, and any 3 other Rebel ships. Just as with all other Legendary events, each tier requires increasing star-rarity units. Chimaera can be unlocked after Tier 5 (5-Star units), and yes, tier 7 does require all 7-Star units including Home One."

Any player who's chosen to unlock and tier up ships should easily be able to unlock it at 5* and get to 6*, unless the fight is particularly difficult. The only Rebel ship which until recently was behind a paywall was Cassian's, and you can easily have Phantom, Ghost II and 3 other Rebel ships (Wedge, Biggs, Bistan) without it.
