I know you stated this is not a canon discussion but force unleashed is not canon. If the character tags are vetted by Lucasfilms

I would guess that the characters added are also vetted by Lucasfilms, and this is the reason for some slow releases of new characters and would be even longer for approval of non-canon characters.
