Right, that's what I was saying. Change it so that the attacker gets max banners as soon as an empty slot becomes visible, i.e. if it's in a front zone, immediately as phase starts; if it's in a back zone, as soon as the front zone is cleared.
IOW just move the "check and grant" code from when a zone is cleared to when a zone becomes visible.
