Future proof crewless ships by partially scaling stats to Capital ship

1. I like this idea. I've had the thoughts myself.

2. More than likely, there won't be a level increase. It's been years since the last one and more importantly, when the next major update comes between now and the next season of the GAC, the level number will be replaced by the relic number.
