If it doesn't explicitly state it on the G13 Crafting section of each character then it is totally possible for people not to know this. If you're a Free-2-Play player who doesn't buy packs and thus would have no reason to go and read the packs info, and who doesn't spend time on the forums then it is totally possible to have no idea that these pieces are "Character Locked" - It's deliberately withholding of important new and different gear rules to NOT mention this fact within the gear item crafting screen @cg_sbcrumb @cg_Carrie
