You don't have to max out feats before moving on. I am about to finish sector 4 and haven't finished that feat. I recommend just moving on and coming back once you've gone as far as you can go.
4th sector is locked for me still so mine must be bugged
You need to pick a data disc after you win the match to unlock the next sector.
