I understand it a bit differently... Some GL chars can decrease the mastery stat. Even if this stat is 0 (like with G12 toons) it can be lowered. For example - 50 mastery stat. That would lower health, damage, crit chance, etc. to a small amount. That would be the only (logically) case where some toons may have 1 health. Relic 7 chars would drop to G12ish.

Also from a PvE aspect this will be insanely usefull for LS Geo TB. You can lower the enemies HP, damage, crit chance, etc..
